+Good Morning. I'm Connie Chang. We take you to the Council Chambers of the United Federation of Planets, where an emergency meeting is just now getting under way.+
(The scene is the Council Chambers, where the President of the United Federation of Planets, Bain of Andor, is addressing the assembly)
"Good morning gentlebeings. I trust there isn't anyone who doesn't know why this meeting has been called. Therefore we can dispense with the opening statements and get right to the point. To facilitate that course of action, I now address Admiral William Ross, the C-in-C of Starfleet Command. Admiral Ross, you are of course aware of the allegations against your organization at this time. I don't think I need to remind you that Starfleet's mission is to protect the citizens of the United Federation of Planets, and to expand the frontiers of knowledge with its exploration programs. It IS NOT the mission of Starfleet to engage in political programs designed to meet the criteria of what a few Admirals may feel is best for the Federation. To that end, I call upon you to explain why it is that one of your most decorated Captains has chosen to air his dirty laundry in such a fashion......bringing such allegations against both Starfleet and the Federation."
